To resove the lack of systematic sruveys of legislators, Manuel Alcantara founded the project PELA in Unviersity of Salamanca in 1994. Over te next three decades, the projct has surveyed without interruption each country´s legislators after each legislative election to provide systematic information on political preferences, ideology and other attitudes.
